Attorney General Raúl Labrador announced that investigators with the Idaho Internet Crimes Against Children (ICAC) Unit arrested 51‑year‑old Sgt. Noah Welch Shiner on August 25, 2026. Shiner was taken into custody on suspicion of possessing child sexual exploitation material, with additional charges pending. These charges are merely accusations, and the defendant is presumed innocent until and unless proven guilty in a court of law.
The ICAC Unit was assisted in this arrest by the Twin Falls Police Department, Idaho State Police, Madison County Sheriff’s Office, Pocatello Police Department, Twin Falls County Sheriff’s Office, and the Office of the Attorney General.
The Attorney General’s ICAC Unit partners with the Idaho ICAC Task Force, a statewide coalition of federal, state, and local law enforcement agencies dedicated to investigating and prosecuting individuals who use the internet to exploit children.
